Here is the plot. Read it.
It was the year 2022. People were happy. Everything was going great.
Terrorist threats had been eliminated from the world. World peace had been declared. Somehow, it seemed to be too good. It seemed to be like a dream.
A group of scientists had begun to work on Project UC, or Underwater Civilization. It wasn't the most secretive name they could have thought up, but they didn't really care at the time. They were on to something.
It was only a year later that they created a submarine able to withstand the ocean's pressure, even to the bottom of the sea. By then, WWIII had broke out, and the entire world was fighting one another.
Several advances were made, and they created a huge city that floated on the Atlantic Ocean several years later. There were seven parts to the city, each part a large, round circle, surrounded by a bubble that protected each part of the city. Tunnels connected each part of the city together.
There was a problem, though. They could not resubmerge the city. To the billions of people on land, it was nothing. To the hundred some scientists inside the city, trying to get out as water broke through the tunnels, through the empty tunnels and city buildings, it was a failure.
It was almost 100 years later, during 2222, that the next underwater city came about. After many tests, the city proved to work. Hundreds of thousands of people crowded onto the city, and as they all watched the latches sealing themselves inside, they hoped and prayed that they would not die in the city.
They would not. Anyone that had stayed above, on land, would. A strange disease swept over Africa, carrying itself to Asia and Europe, killing everyone in it's path. Soon it traveled to the Americas, and even sooner to Australia. Everyone above land had died. And again, tragedy would strike.
Antartica was melting. Quickly. As it melted, land began to cover with water, and after a year, or even several years, only hundreds of small islands were left on Earth.
In the Aquarium, it has been over one thousand years. Nothing has advanced. Nothing can. The people have nothing to advance with. The people call the Aquarium by many names, in many languages, some harsh, some kind. El Aquario in spanish, l'aquarium in french. But nothing changes. None can leave the Aquarium. Because, for some reason, it can not resurface. And none know why.
A small rebellion is surfacing against the goverment. People want to have access to the Docks, so they can leave. Will you join the rebellion, and fight for freedom from this prison of a city? Will you stay neutral, and attempt to stay out of a fight that will, no matter what, somehow involve you? Or will you side with the Government, and try to keep the people down, and keep the freedoms of dry land to yourself. Or... is there really any dry land at all?
